With global positioning devices, DOC could have kept an eye on those released at all times and in all places for about $16 a day compared with spending up to $50 a day to keep them behind bars. Electronic monitoring in certain instances could be used with violent offenders and real-time electronic monitoring would allow for reintegration under the watchful eye of DOC.
