Offer tax breaks to people who convert their cars to run on ethanol or to those who buy Flex-Fuel vehjcles. On state-owned lands, such as the medians between the lanes of turnpikes and highways, plant prairie switchgrass. Any expanse of grassland would do. Harvest the switchgrass once or possibly twice a yrear and process it and make ethanol. We were a leader in the production and use of fossil fuels in the last century, why not be a leader in renewable resources in this century? My idea may not be the best, but I think this line of thought would be a step in the right direction.
