Idea to send:	Topic Animals Content Reform and strengthen laws related to animal welfare and control. Rescind the requirement of 200,000 population before a county can have county animal control!!! Make spay/neuter a priority, with incentives for low-income owners to alter their pets!!! Discourage the rapidly growing number of Class B dealers!!! Discourage puppy mills!!! Unfortunately, a certain amount of capturing and killing animals (in places that even have a public shelter a.k.a. pound) may always be necessary, but why not reduce such a need by all means possible?! Private groups do what they can, but are continually overwhelmed. Oklahoma's animal overpopulation problem affects not only the unfortunate victims themselves, but also people, public health and safety, the general environment, and tourism.
